Home births are at a 30-year high
More families than ever are delivering at home — assisted, unassisted, and free birth. Many intentionally don’t register the birth or apply for an SSN. Both are private rights. Neither is illegal. But every standard passport guide assumes both happened.

Most guides start with a state-issued document
They list “birth certificate” as item one and “SSN” as item two. If you don’t have either — and don’t want either — those guides have nothing to say to you. The State Department’s actual procedures cover your situation. The published guides don’t.

The official path works without either
22 CFR § 51.42 is the federal regulation that lets parents apply for a passport using secondary evidence. Form DS-11 has a published procedure for applicants without an SSN — nine zeros plus a signed statement. You don’t need to give up your principles to get the passport.
