Common questions
Can I really get a passport without a birth certificate AND without an SSN?
Yes. Both procedures are documented and published by the federal government. DS-10 plus secondary evidence handles the no-birth-certificate side under 22 CFR § 51.42. Form DS-11 Field 5 has a published procedure for parents without an SSN — nine zeros plus a signed statement.

I had a home birth and never registered. Is that a problem?
No. The State Department doesn’t require a birth to be registered — they require evidence the birth occurred in the US. Home birth, private birth, free birth, and unassisted birth all qualify under the secondary evidence path.
What about an ITIN instead of an SSN?
Covered in the Bonus module. The IRS issues ITINs (Form W-7) as a tax ID for people without an SSN. Many home birth families use ITINs for their children for banking and tax purposes.
